The Dawn team demonstrated during the cruise to Vesta in 2011 that, if necessary, they could complete the cruise to Ceres without the use of reaction wheels.
The spacecraft has been orbiting Vesta since July 15, 2011. Dawn concluded its primary science observations of Vesta on July 25, 2012, and has been spiraling slowly away from the giant asteroid using its ion propulsion system. Ion thrusting was halted to accommodate the reaction wheel investigation, which may briefly delay the escape from Vesta.
"The Vesta mission has been spectacularly successful, and we are looking forward to the exciting Ceres mission ahead of us," said Robert Mase, Dawn project manager, of NASA's Jet Propulsion Laboratory, Pasadena, Calif.
JPL manages the Dawn mission for NASA's Science Mission Directorate in Washington. Dawn is a project of the directorate's Discovery Program, managed by NASA's Marshall Space Flight Center in Huntsville, Ala. The University of California at Los Angeles (UCLA) is responsible for overall Dawn mission science. Orbital Sciences Corp. in Dulles, Va., designed and built the spacecraft. The German Aerospace Center, the Max Planck Institute for Solar System Research, the Italian Space Agency and the Italian National Astrophysical Institute are international partners on the mission team.

Lightning strikes at Pocono after a rain-shortened NASCAR race killed one fan and injured nine others, one critically, racetrack officials said.
Multiple lightning strikes occurred behind the racetrack's grandstands and outside one of the gates as fans were leaving, Pocono spokesman Bob Pleban said. It wasn't immediately clear how many of the fans were actually struck by the lightning itself or were injured by related jolts.
"Unfortunately, a member of our raceway family here, a fan, has passed away," Pocono President Brandon Igdalsky said in announcing the death. He provided no details about the victim but expressed condolences to his family.
Igdalsky later posted on Twitter, "My family and I are praying for all those that were involved in the lightning strikes. ... Difficult evening for all."
The victim was in or near his car in a parking lot after the race had ended when lightning struck the car, Monroe County Coroner Bob Allen said. Bystanders performed CPR on the man, who had gone into cardiac arrest, until paramedics arrived, Allen said. They took him to the track's medical facility, where efforts to revive him failed. He was pronounced dead at a hospital.
The Pennsylvania 400 was called because of storms, with 98 of the 160 scheduled laps completed. As the storm approached, the track posted messages on its Twitter page to more than 22,000 followers near the end of the race encouraging fans to "seek shelter as severe lightning and heavy winds are in our area."
The attendance was estimated by the track at 85,000. Public address announcements were made before the storm and the end of the race for fans to take shelter and evacuate the grandstands, Pleban said.
Racetrack officials were reviewing the logs of when the announcements were made, he said. There was no order to evacuate the track premises.
Jeff Gordon, who won the race, said at a post-race news conference that he could hear a huge crack as he walked down the pit road during the storm. "You could tell it was very close," he said. "I mean, that's the thing that's going to take away from the victory, is the fact that somebody was affected by that."
Kyle Manger, a spectator from New Jersey, told The Sporting News that he saw people hit by lightning near the Turn 3 grandstands.
He said when the severe weather began, he and some friends ran to their truck. "The visibility was very poor and all of a sudden (I) saw a bolt of lightning right in front of our windshield," he said. ALEPPO, Syria (Reuters) - A Syrian army helicopter fired machinegun rounds and troops shelled rebel positions in Aleppo on Saturday, a Reuters witness said, as they tried to break through the insurgents' frontline in a battleground district in the country's largest city.
Earlier in the day, Syrian forces clashed with rebels around Aleppo's television and radio station, activists said, and a local rebel commander said his fighters were preparing for a "strong offensive" by government forces on the city.
Syrian troops backed by armor stormed the last opposition bastion in Damascus on Friday in a drive to crush a rebel offensive that coincided with a bomb attack that killed four of President Bashar al-Assad's senior security officials.
The onslaught continued on Saturday as jets bombarded the capital in a bid to snuff out resistance, a resident said.
Syria's civil war has intensified in the last few weeks, with fighting engulfing Damascus and Aleppo for the first time in the 17-month-old uprising against Assad family rule.
The two cities are crucial prizes for both sides in an increasingly brutal struggle that has eluded all attempts at a diplomatic solution and risks igniting a wider conflagration.
U.N. member states on Friday voted overwhelmingly to condemn the Syrian government at a special session of the 193-nation General Assembly that Western diplomats said highlighted the isolation of Assad supporters Russia and China.
Western and Arab powers want Assad to step aside but Russia and China have used their Security Council vetoes to block attempts to force him out. They say outside interference is prolonging the bloodshed.
In Aleppo's battleground Salaheddine district, rebels from the Free Syrian Army hid in alleyways, dodging the Syrian army's bullets and tank rounds that struck a building in the district on Saturday.
"There is one helicopter and we're hearing two explosions every minute," a Reuters reporter said.
A Syrian activist told Reuters the rebels had earlier sought to extend their area of control from the Salaheddine district, where the most intense fighting has been focused, northwards to the area around the television and radio station.
SNIPER FIRE
"The Free Syrian Army pushed from Salaheddine to al-Adhamiya where they clashed this morning with Syrian troops. But they had to retreat," the activist who identified himself as Barraa al-Halabi told Reuters.
A 19-year-old fighter called Mu'awiya al-Halabi, who was at the scene, said Syrian snipers surrounded the station and targeted the rebels.
"We were inside it for a few hours after clashes with the Syrian army but the Syrian army sent snipers and surrounded the TV station and as soon as morning came, the army started shooting. One of our fighters was martyred and four were wounded," he said.
The Syrian Observatory for Human Rights, which said 110 people had been killed on Friday, including 88 civilians, also confirmed the clash near the television and radio station. It said the terrestrial signal for Syrian television in Aleppo had been cut off.
Syrian television said a large number of terrorists, the term it uses for the rebels, were killed and wounded after they tried to storm the television and radio station in Aleppo.
A Reuters journalist who witnessed the clashes said a helicopter strafed rebel positions with machinegun fire near a police station which anti-Assad fighters took on Friday.
"Wake up, wake up. The army's coming," local rebel commander Abu Ali told fighters sleeping in the Zibdeyyeh police station.
Black smoke rose into the sky from areas of Salaheddine, which is seen as a gateway for the Syrian army into the city of 2.5 million inhabitants. Its fate could determine the outcome of a war that has already claimed some 18,000 lives.
A different local rebel commander in Aleppo said he expected a Syrian army attack on rebels "within days", echoing Herve Ladsous, head of the United Nation's peacekeeping department, who said there had been a "considerable buildup of military means".
"We have information that the Syrian army is planning a strong offensive against Aleppo. We know they are planning to attack the city using tanks and aircraft, shooting at us for three to four days and they plan to take the city," Colonel Abdel-Jabbar al-Oqaidi said in Aleppo.
Faced with the Syrian army's superior firepower, Oqaidi said the rebels were counting on mass defections by government soldiers once the offensive started.
"At the moment the soldiers cannot leave their bases and they are too afraid to defect. Once they are inside our city they will take off their uniforms and join us," he said.
CHINA ROUNDS ON CRITICS
In Damascus, a resident in the Adawi neighborhood just north of the central Old City district, said reported a loud explosion at 7 am (0400 GMT) and the sound of jets flying overhead.
"The bombardment has been continuous since 7 am (0400 GMT) in Tadamun district. It hasn't stopped for a moment," said the Adawi resident.
Syrian soldiers deployed on the streets, telling people to stay indoors because of clashes in the nearby Basateen area. On Friday they stormed Tadamun, the last rebel stronghold in the city.
Former U.N. Secretary General Kofi Annan, who is quitting as international peace envoy for Syria, said on Thursday that Assad should step down. He urged Syria allies Russia, China and Iran to persuade him to embrace political transition.
Annan complained of "finger pointing" at the United Nations while the bloodshed in Syria went on.
China on Saturday repeated its opposition to foreign intervention, saying the only solution had to be a political one which the Syrian people themselves decided upon. It also rounded on countries who criticized its stance on Syria.
"Those countries which have made unfounded criticism about China's position ... have, in pursuit of their own geopolitical interests in Syria, tried to hinder or undermine the political settlement process and are trying to shift responsibility for the difficulties on to other countries," foreign ministry official Wang Kejian told a news conference.
Assad's government, allied to Iran and Lebanon's armed Shi'ite Hezbollah movement, is at odds with Turkey and most of the Arab world, especially U.S.-aligned states such as Saudi Arabia and its Sunni-ruled Gulf partners.
Iran accused the United States on Saturday of pursuing its own interests in the Middle East. "America's technique for interfering in internal affairs of countries has changed," a foreign ministry spokesman said. "Instead of entering into expensive and long wars, they support the fostering of civil wars in the countries they are interested in."

Lawmakers headed home for a five-week break with a lengthy list of uncompleted work and little to show for the past year and a half except an eye-popping amount of dissatisfaction: Nearly 80 percent of Americans are unhappy with them. The Republican-controlled House and Democratic-led Senate have set record lows for production and record highs for dysfunction.
Partisanship and election-year politics have left a drought-stricken nation wondering if new help will ever come and the U.S. Postal Service uncertain about its solvency. Some $110 billion in automatic, across-the-board cuts are due to hit military and domestic programs on Jan. 2, yet no bipartisan solution is in sight or even under discussion by those who really matter.
At the same time, President George W. Bush-era tax cuts for all Americans expire, threatening to send a sluggish economy right back into recession.
The standoff is what happens when a bitterly divided government mixes with election-year politics to throw sand in the gears of official Washington. The tea party-dominated House and a Senate controlled by Democrats struggling to keep their narrow majority in November view each other with a palpable disdain.
House Speaker John Boehner, who came to Washington in 1991, bluntly described the divide that has made consensus a rare commodity.
"The American people are probably more polarized now than any time since I've been here," the Ohio Republican told reporters. "And as a result we see that polarization reflected here in the halls of Congress. And even though both sides have some sharply different views and ideologies, our job is still to find the common ground."
But common ground is scarce. This is a Congress that can't do the big stuff while even the small stuff, such as a one-year extension of student loan subsidies that passed in June, makes them sweat.
Congress stumbled out of Washington for a five-week vacation one day early on Thursday on a typical note: a GOP filibuster in the Senate of a bipartisan cybersecurity bill and the House's abandonment of a one-year extension, as Republican leaders had planned, of food and farm policy.
Senate Republicans were unhappy about being denied a chance to amend the cybersecurity bill. House Republicans were unable to find party unity on food stamps and farm subsidies
The House settled for a paltry restoration of expired disaster programs for livestock producers and tree farmers. The Senate wouldn't do even that, demanding instead a full five-year farm bill with 80 percent of it, or about $400 billion, devoted to food stamps.
More broadly, just 151 laws have been enacted in 19 months; more than two dozen of them were to rename post offices and courthouses, or add individuals to the Smithsonian board. By comparison, the previous Congress enacted 383 laws with President Barack Obama in the White House and Democrats controlling Capitol Hill.
Even in 2007-08, when Republican Bush was president and Democrats ran Congress, 460 laws were enacted.
"They think compromise is a dirty word when compromise is necessary to get things done in the era of divided government," said Rep. Chris Van Hollen, D-Md.
A poll last month by CBS News and The New York Times found Congress with a 12 percent approval rating and 79 percent disapproval score.
Lawmakers will return in September for what promises to be an abbreviated pre-election session with two main items of business.
Most important is a six-month spending bill to keep the government running through March and prevent any possibility of a politically explosive government shutdown before the election. Not one of the 13 must-pass spending bills has been completed and the new budget year begins Oct. 1.
The warring sides also need to find some solution on farm subsidies and food stamps before the programs expire Sept. 30. The Senate gave bipartisan approval to its farm bill in June but the House has been unable to pass it or a version of its own.
"The House is pretty well divided. You've got the left concerned about reductions in the food stamp program, you've got the right who don't think the cuts go far enough in the food stamp program," Boehner said. "And frankly, I haven't seen 218 votes in the middle to pass a farm bill."
A leading option would be to punt the issue into the future, as Congress has done with so much else.
Even what passes for accomplishment often simply extends current policy. There were the recent extensions of transportation funding and student loan subsidies, along with earlier action to extend Obama's payroll tax cuts and his demand for additional jobless benefits for the longtime unemployed.
"That's just sort of continuing the status quo," Van Hollen said. "But in terms of tackling big issues, this Congress has been out of commission."
Defense hawks hope political pressure in August will force Congress to address the automatic cuts. The reductions were the default that Obama and congressional Republicans agreed to last year as part of a deficit-cutting plan that also raised the nation's borrowing limit.
Republicans accuse Obama of jeopardizing national security. Democrats counter that sparing the military will require Republicans to concede on raising taxes on high-wage earners.
Sens. Lindsey Graham, R-S.C., and Patty Murray, D-Wash., eagerly talked about trying to work out a compromise in August, but other Republicans and Democrats have shown little interest, content to use the issue as a political club.
"I don't know how we get out of debt if we don't have bipartisanship," Graham said.
Republican presidential candidate Mitt Romney suggested that Congress put off the issue, delaying the cuts for at least one year. Whether Congress can resolve the issue in the postelection session or wait until next year depends on the outcome of the presidential and congressional races.
The possibility of Romney being sworn in Jan. 21 and Republicans taking control of the Senate and House makes a delay more likely.
The real concern ahead is the debt limit.
The Treasury Department has said the government's borrowing limit will be reached near the end of 2012, but it has the ability to shift money to buy a few months reprieve to give the next Congress time to act. That puts the likely deadline for the borrowing authority on a collision course with the expiration of the temporary spending bill to keep the government operating through March.

NEW DELHI (AP) ? India's Olympic mystery woman has apologized for gatecrashing the opening ceremony in London, saying an "error in judgment" caused her to walk at the head of her country's delegation.
Madhura Nagendra told India's NDTV news channel she was a cast member in the ceremony who got swept up in the excitement and ended up somehow marching in jeans and a red jacket alongside Indian flag-bearer Sushil Kumar at the head of the delegation of 40 athletes.
"It was chaos," Nagendra said from Bangalore. "A lot of people were around. It was a huge event as we all know. Thousands of people were walking and they were involved and I was blinded. As a result there was an error in judgment, which resulted in this."
Her Olympic cameo infuriated Indian officials, who demanded an explanation of how she was allowed into the parade of athletes.
London organizing chief Sebastian Coe insisted she posed no security threat because she already had been screened as a participant in the ceremony. About 10,000 volunteers performed alongside professional musicians, actors and dancers in director Danny Boyle's extravaganza.
Nagendra, a graduate student who had been living in London, said she regrets her actions. She said she was stung by all the criticism and hopes she will eventually be forgiven.
"I'm a proud woman of India with a lot of enthusiasm and with a lot of power," she said. "I was actually taken aback seeing all the comments."

If you're one of the millions of people who are embarrassed to admit that you still have a Hotmail address, your day has come. Seriously, you can migrate to Microsoft's impressive new Outlook email service, and start using its smart services to merge your contacts with Facebook and clean out all the newsletter spam that has built up over the last 1,000 years.
OK, OK, yes, you're saying ... "Outlook? But I already have Outlook. It's an app. On my computer." Well, you can blame Microsoft for confusing things by using the name of their popular email and calendar client as the name of their new service that offers ... email and calendar. But don't let it stress you out. At least you can put your Outlook email service into your Outlook app!
As a Gmail, Hotmail and erstwhile Yahoo mail user, I am sufficiently impressed by what Microsoft has cooked up here, a mail service that will soon mercifully?replace the aging?Hotmail as the default webmail for Microsoft's Live service. It's called Outlook, and that means you can get an @outlook.com address (today, in fact). You can keep your old Hotmail address too, and even add other aliases ? completely separate email addresses that route to certain folders ? to hand out to retailers and other would-be spammers.
Some of the top features are available in the current Hotmail and in comparable form on Gmail and other emails, but what makes this whole thing so nice is its interface, and how?so much of the smart stuff happens automatically, or at least semi-automatically.?
Right after you migrate your Hotmail account to Outlook, all those machine-generated newsletters, shipping updates and social updates get readily categorized, for your filing or deletion. Anything with attached documents or attached photos is also called out in a special "quick view" category.
You can very easily apply rules by individual address, a selection of them, or a whole folder or "quick view" category. The main filters, under the Sweep menu, are:
It may come as no surprise to people who have been watching the development of Windows 8 and Windows Phone that your former Hotmail contacts, along with contacts from Facebook, Twitter, LinkedIn, even Gmail, can be merged into a big ole database labeled People. This is the same People database that is accessible throughout Microsoft's products, so users of Windows Phone, for instance, are basically already set up for Outlook mail ? they just have to log in.
The social integration doesn't stop there. You can quickly jump on a live chat with someone using Facebook (alternatively, of course, you can use Windows Live Messenger). And when you click on an email from somebody you are Facebook friends with, or who you follow on Twitter, their status appears to the right of the note. And if you're not a friend or follower of them? You can quickly remedy that shortcoming with a click.
The interface itself is clean and butter smooth, with very nice contextual menus that pop up when you need them, one-click read/unread buttons that show up on rollover, drag-and-drop contact info and more. I have yet to see an ad, but when they do appear, they will be (for the time being) shoved off to the far right, in a gutter, which alternately becomes the social update display when you are viewing emails of friends, and a messaging window when you're actively chatting with someone.
Microsoft tells me that the data mined by the Outlook mail service won't go as deep as others, so while ads served will be contextual, they will only be based on the subjects and (name brand) senders of email, rather than on the actual contents of email, which may get more personal.?
At a technical level, smartphone power users may be delighted to know that this new email service is based on Exchange Active Sync which means that when you set it up as a mail account on your iPhone, BlackBerry or other device, you can get push updates, and as more features roll out, treat it as a bonafide Exchange account (but one that's free).
The Outlook mail service is the heart of a major revamp of all of the Live services, and when you sign up for a new account or migrate your Hotmail account to it (by clicking on the Options?button), you will see a new People contacts manager and a fresh new SkyDrive interface as well. The Calendar portion of the service is not yet updated, so don't get too mad when it feels a bit crusty by comparison.
Yes, Outlook mail is a work in progress. I've experienced lots of hiccups, particularly surrounding the integration with Facebook and Twitter. It is, after all, in beta and likely to be there for a while. Once Microsoft gets the kinks ironed out, though, and gets a healthy population using it, the plan is to phase out the painfully antiquated Hotmail for good.?
As someone who only touches his Hotmail with the proverbial 10-foot pole, but who has spent an unnatural amount of time over the past few days inside Outlook mail, running smart email filters, watching with glee as a ridiculous amount of old mail gets flushed away, I welcome the change, and applaud Microsoft for doing some real Web innovation here.
