Sudanese rebels shell southern city during visit by defense minister

Rebels shelled Kadugli, a?major oil-producing city in south Sudan as the defense minister was addressing worshipers during a prayer service. It was the fourth shelling of Kadugli this month.

Supporters of Sudan People's Liberation Movement (SPLM) take part in a rally in support of South Sudan taking control of the Heglig oil field, in Juba April 13. Since June 2011, Sudan's army has been fighting rebels of the Sudan People's Liberation Movement-North in South Kordofan, which borders South Sudan.

Sudan's army?has been fighting rebels of the?Sudan?People's?Liberation Movement-North (SPLM-North) in South Kordofan, which borders?South Sudan, since June last year. But the state capital Kadugli was until this month mainly kept out of the fighting.

SPLM-North?spokesman?Arnu Lodi?said the rebels had fired shells on?army?positions inside Kadugli on Friday after coming under fire from government warplanes.

"There was an aerial bombardment against?SPLM-North?positions and villages so we fired back against military positions in Kadugli," he said.

Residents said the shelling started when the defence minister, a close ally of President?Omar Hassan al-Bashir, was addressing worshippers during prayers marking Eid al-Adha, the Muslim Feast of Sacrifice.

"Some seven rockets hit the town, one of them close to the place where the minister spoke," a resident said, asking not to be named. "Worshippers were really afraid."

Sudan?accuses?South Sudan, which seceded from the north in July 2011, of backing the?SPLM-North, whose fighters were part of the southern rebel?army?during?Sudan's long civil war. South?Sudan?denies the accusation.

Events in?Sudan's border states are hard to verify as the government bans foreign media from travelling there.

Sudan's army?spokesman al-Sawarmi Khalid could not be reached on his mobile phone, but the newspaper al-Intibaha, run by an uncle of Bashir, confirmed on Saturday that rebels shelled Kadugli when the defence minister was in town to celebrate Eid.

This was the fourth reported shelling of the state capital this month. The rebels first shelled Kadugli on Oct. 8. At least one rocket hit a U.N. compound, prompting the?United Nations?to move its staff out of the town.

Lodi, the rebels' spokesman, also accused the?army?of bombing the rebel-held area of Kauda in South Kordofan on Saturday.

Fighting in South Kordofan and nearby Blue Nile state has displaced or severely affected 900,000 people, the United Nations said a week ago.?Sudan?agreed in August to let aid into rebel-held areas but the?United Nationshas been unable to win government approval to go ahead with distributing food.

Under international pressure,?Sudan?and?South Sudan?agreed last month to establish a buffer zone along their border after clashing along it several times in the past year. Indirect talks between?Khartoum?and the rebels, however, have made scant progress.

Credit Card Issuers Showing a Social Side - Blogcritics Culture

Banks, in search of their next generation of affluent lifelong customers, have taken the credit card sign-up tables that used to speckle college campuses on football Saturdays in the fall onto the Internet. Now, instead of trading an application for a t-shirt, college students can interact with financial companies on their favorite social media websites, often with real monetary perks involved.

This shift in approach was a long time coming, but it took something of a credit card marketing perfect storm to fully materialize. While the credit card industry had been rife with anti-consumer tactics for some time, it wasn?t until the height of the Great Recession that a law improving transparency in the credit card market and beefing up consumer rights was passed. This brought to a close the era of on-campus credit card marketing that insulated students from competing offers.

Meanwhile, social media was rocketing toward ubiquity. By 2010, nearly 90 percent of people aged 19-28 were using social media websites, and by 2011, Facebook amassed roughly 640 million registered users, according to the Search Engine Journal.

Also, in the last 10 years, banks have seen the effectiveness of their direct mail offers decline by roughly 90 percent.

In other words, the stage was perfectly set for banks to get social with their marketing efforts, and they?ve certainly responded. The following are among the notable social media initiatives launched by major credit card issuers in the last couple of years in the hopes of roping in people with college educations and high earning potential who will soon also be in the market for bank accounts, mortgages, and more:

  • Facebook Giveaways ? Chase has given away a $1 million cash prize and $1,000 Amazon.com gift cards through Facebook ?Like? contests.
  • Social Media Deals ? American Express? ?Link, Like, Love? program enables cardholders to link their credit cards to their Facebook accounts, claim deals advertised on the site, and then automatically receive discounts when making corresponding purchases.
  • Point Sharing ? By now most of us have seen the Citi commercials in which townsfolk use their collective points to throw a huge Olympics viewing party or take a trip to the Games. Don?t worry though, you can still pool rewards even though the closing ceremonies in London are long past.
  • Virtual Rewards ? American Express and the online gaming company Zynga teamed up to offer a Farmville Prepaid Card, which allows you to earn virtual game credits on real-life purchases. Discover is also giving consumers who sign up for cards through Farmville $100 in Farm Cash.
  • Affinity Cards ? Chase also launched a LivingSocial Credit Card that allows you to earn extra rewards on LivingSocial purchases.

The truth is these initiatives merely represent credit card companies' testing of the social media waters. It?s only fair to expect their efforts to intensify moving forward and the current personal finance landscape to significantly change as mobile wallet technology goes mainstream and people stop responding to direct mail offers altogether.

Progress in ultrasound-guided surgery may improve breast cancer treatment

ScienceDaily (Oct. 26, 2012) ? When surgeons operate to remove a tumor, determining exactly where to cut can be tricky. Ideally, the entire tumor should be removed while leaving a continuous layer of healthy tissue, but current techniques for locating the tumors during surgery are imprecise. Now a multidisciplinary team from the University of California, San Diego, is developing an alternate means of precisely tagging breast cancer tumors for removal or targeted destruction.

They will present the results of their investigations at the AVS 59th International Symposium and Exhibition, held Oct. 28 -- Nov. 2 in Tampa, Fla.

Breast cancer is the most common female cancer in the U.S., and the main cause of death in women ages 40-59, according to UptoDate, an information service for clinical physicians. Over a lifetime, 1 in 8 women in the U.S. is expected to develop breast cancer. Despite great strides in survival, there is trauma associated not only with the disease, but also with its treatment. Many women want to avoid a full mastectomy, but conventional breast-conserving approaches, such as lumpectomy, can be arduous. Up to 25 percent of lumpectomies require a second surgery to excise the entire tumor.

The UCSD team is working on a better method for tagging tumors that should reduce the need for follow-up surgeries. The researchers developed iron-doped -- and therefore biodegradable -- silica micro/nano spheres for implanting into the body as ultrasound contrast markers to guide a surgeon using ultrasound during breast lumpectomy. Additionally, the particles can also be used to destroy tumor tissue with high intensity focused ultrasound (HIFU) ablative therapy, an approach used elsewhere in the world to treat prostate cancer and used in the U.S. to treat uterine fibroids.

If breast tumors are precisely marked, the number of second surgeries can be decreased by 50 percent, according to published studies using radiative tumor markers. Because the gas-filled nanoparticles that the researchers developed make tumors easier to see, they hold the potential for increasing surgical precision with a safe agent. Once injected into the breast cancer tumor, they stick, rendering the tumor more visible with contrast-enhanced ultrasound.

"We are trying to improve the markers surgeons use so they can pull the tumors out with more precision and ease, while reducing trauma for the patient," explains Alex Liberman, the PhD graduate student in the materials science and engineering program who has taken the concept from test tube to animal models. Adds his advisor, chemical physicist Andrew Kummel, PhD: "We are using these particles for two applications. In the short term we are injecting them into breast tumors to enable surgeons to halve the number of second surgeries by readily locating the tumors in the operating room with low- power ultrasound imaging. In the long term, we want to inject the particles intravenously, have them stick to the tumors, and then ablate the tumors by blowing up the particles with high intensity focus ultrasound which is called HIFU."

As now performed, the lumpectomy requires a surgeon to extract tumors through incisions in the breast with the aid of guide wires that protrude out of the breast to help locate the tumor. The wires are prone to movement, and therefore yield imprecise results. Furthermore, the wires are inserted while the patient is awake, which is unpleasant for the patient.

The next step for the team involves conducting more animal tumor studies. Those results will determine if the particles are suitable technology to submit to human clinical breast cancer trials as a localizing agent to guide lumpectomy surgery or even for HIFU therapy.

Rating for World Series opener drops to record low

Associated Press Sports

updated 3:57 p.m. ET Oct. 25, 2012

SAN FRANCISCO (AP) - The Giants' 8-3 win over the Detroit Tigers set a record low television rating for a World Series opener.

Fox said Wednesday night's game received a 7.6 rating and 12 share, and that it was seen by 12.2 million viewers, according to fast national ratings by Nielsen Media Research.

The rating dropped 13 percent from the 8.7/14 for St. Louis' 3-2 victory over Texas in Game 1 last year, which averaged 14.2 million viewers. That broke the low set the previous year when the Giants' 11-7 win over the Rangers received an 8.9.

Fox said this year's opener had a higher rating at 9 p.m. EDT (8.8 to 8.7). But viewership fell after San Francisco took a 6-0 lead behind Pablo Sandoval, who wound up tying the Series record with three home runs.

Still, Fox was the highest-rated network in prime time and had its highest-rated prime-time program since May's season finale of "American Idol."

The rating is the percentage of television households tuned to a program, and the share is the percentage of homes watching among those with TVs on at the time.

Detroit topped markets with a 33.2/46, followed by San Francisco (32.3/58). The game earned a 7.3/11 in New York, 7.0/13 in Los Angeles and 6.9/11 in Chicago.

Supercomputer simulates the heart with historic accuracy

1 hr.

Sequoia, currently?the world's most powerful supercomputer, was built for upkeep of?nuclear weaponry. But researchers have put it to work on a groundbreaking simulation of?something a bit more salutary: the human heart.

Lawrence Livermore National Laboratory, already well-known for work in high-performance computing, has commandeered the Sequoia supercomputer during what is known as its "shakedown period," when it's being set up and tested but isn't quite ready to for its intended purpose. LLNL and other organizations were given time-share access to the computer to do approved non-classified research.

Supercomputing is a competitive field, but for the moment Sequoia is the fastest on Earth: with more than 1.5 million computing cores producing 20 quintillion operations per second, it allows the researchers to simulate the heart at a far greater fidelity than ever before.

LLNL computational scientist Art Mirin describes the project: "Our heart code work has been a great opportunity to demonstrate Sequoia?s power with an application that most people consider important to society, in this case, cardiac modeling." So it's not just about digitizing the heart, but also about humanizing the computer.

The simulations divide the heart into thousands of little digital pieces, each composed of mathematical models that take input from and send data to other pieces. Their interactions require an enormous amount of calculations, even though the model only simulates electrical activity, not physical.

The best that could be done before was to simulate pieces about 0.2mm across, and it could take 45 minutes or so to simulate a single beat. With new software called Cardioid running on the Sequoia supercomputer, not only can they simulate more accurately (the pieces are 0.1mm across, about the size of an actual heart cell), but also hundreds of times faster: now a virtual heartbeat only takes 10 seconds to create.

This huge increase in performance makes many things practical: virtually testing arrhythmia drugs, for instance, or establishing baseline patterns against which real hearts can be compared.?And since heart disease is such a major health risk, especially in the U.S., an accurate electromechanical model of the heart is essential for future research in many other fields.

LLNL researcher David Richards described the potential benefits to Popular Mechanics:

At a very coarse level of resolution, everyone?s heart looks the same.?The details that differentiate individual hearts can be very fine, and our ability to model at extraordinarily high resolution, currently a factor of eight greater than previously, that allows us to capture very fine differences.

The time at Sequoia is running out, and the supercomputer will be running programs for the Stockpile Stewardship program, intended to ensure the country's nuclear warheads remain "safe, secure, and reliable well into the future." The researchers will have to fall back on less-powerful machines ? still far faster than even the fastest desktop, but not quite world-class ? to continue their research. But the powerful Cardioid simulation code will still allow for faster and more accurate simulation than before.

Further developments in the heart-simulation department at LLNL, as well as other applications of supercomputing power, should?appear in their internal Science & Technology publication.

Devin Coldewey is a contributing writer for NBC?News Digital. His personal website is?coldewey.cc.

Apple announces Fusion Drive upgrade options for Macs

Apple announces Fusion Drive upgrade options for Macs

As a part of the big iMac announcement today, Apple introduced a new kind of storage for their computers called Fusion Drive. It combines both flash and traditional HDD storage into a single logical drive.

The way it works is that your Mac will automatically move over frequently-used applications or you can choose what options you'd like on the flash portion of your hard drive and which files you want on the regular part of your hard drive. This means that applications that are on flash storage will run a lot quicker than those on the traditional portion of the HDD.

Solid state hard drives are still quite pricey and gets iMac users a few more options when it comes to speeding up their computers as well as having mass storage at a much more reasonable cost.

Japan's New Justice Minister Resigns After Mob Ties Surface

THE MAINICHI SHIMBUN, THE JAPAN TIMES (Japan)

Worldcrunch

TOKYO - Japan's justice minister Keishu Tanaka submitted his resignation Tuesday amid allegations of past links to a Yakuza crime syndicate, reports The Mainichi.

Japan Prime Minister Yoshihiko Noda told a Cabinet meeting that Tanaka had left his post due to health problems but his resignation comes after a report in the Shukan Shincho weekly magazine alleging close ties to a Yakuza organization.

The magazine said Tanaka had acted as a matchmaker for a senior member of Japan?s third-largest crime syndicate, the Inagawa-kai, nearly 30 years ago. He was also said to have given a speech at a party thrown by a mob boss, reports the Japan Times.

The 74-year-old minister admitted the links but explained that he was not aware of the groom?s Yakuza connections or the nature of the event at the time, saying he had only found out about it later on.

Tanaka also admitted shortly after his appointment that his party branch had accepted a 420,000-yen donation from a company run by a Chinese national. In Japan, accepting funds from foreign nationals is illegal if done so knowingly.

This scandal comes only a month after Noda brought him into the Cabinet in a reshuffle on Oct. 1.

Tanaka is the second minister to resign since Noda assumed office in September 2011.

At Three Little Birds stationary shop in Charlotte the chirping of the printing press machine is melodically crafting notes.

"The neighborhood where we are located in south end has been really supportive of us and they really helped to keep us in business, " said the stationary shop owner Kristen Stewart.

Five years ago when Stewart started her business these shelves weren't stocked with orders and this machine was not singing at all.

"It's been a rocky road," said Stewart.

"We started right when the economy tanked."

The self starter was new to the business world and says there weren't many resources available to help women.

"Just meeting other women who have been successful in business, learning how they were able to balance work and life, funding sources, and creative ways to market your business," said Stewart.?

Today, there are many more opportunities and support systems to give women a leg up.

For example, Count Me In For Women's Economic Independence, an organization which provides women help with growing their business.

"They got their nose on the grindstone doing their business everyday and they don't necessarily look at their financial and they don't really have a road map for growth," said Neil Merlino, Founder and President of Count Me In for Women's Independence.

And not fall short of their male counterparts.

"We spend a lot of time talking about how to have a bigger vision for your business so that you can in fact?start to attract the kind of people that you need both as customers and investors and as employees or contractors," said Merlino.

With mentoring services geared towards women,?Stewart hopes to keep Three Little Birds nestled in profits.?

Count Me In for Women's Economic Independence will be in Charlotte offering conferences for Women.

WinMetro Beta released: Metro UI for Windows XP, Vista and 7

Quote:

WfW was 16-bit and Win95 was 32-bit. A substantial technical and performance difference.

That's not the point. The point is that this guy is making it possible to add a feature of Windows 8 that apparently everyone hates, into earlier versions of Windows that don't already have that hated feature, which to me doesn't make any sense. Calmira made Windows 3.1x look like Windows 95, which wasn't hated by everyone, so it made sense to do so.

Obama camp slams Mourdock's 'demeaning? rape claim

Richard Mourdock, GOP candidate for Indiana's U.S. Senate seat, in a debate with Democrat Joe Donnelly and Libertarian??President Barack Obama's re-election campaign on Wednesday denounced GOP Indiana Senate candidate Richard Mourdock's "outrageous and demeaning" comments on rape and pressed Mitt Romney to repudiate his fellow Republican.

Mourdock said during a debate on Tuesday that pregnancies resulting from rape are "something that God intended to happen." He supports access to abortion only when the woman's life is in danger.

"The president felt those comments were outrageous and demeaning to women," Obama campaign spokeswoman Jen Psaki told reporters aboard Air Force One as the president embarked on a blitz through battleground states.

"This is a reminder that a Republican Congress working with a Republican president Mitt Romney would feel that women should not be able to make choices about their own health care," she said, quick to turn the comment into a weapon against the GOP challenger. Shortly after Mourdock's debate, Romney campaign spokeswoman Andrea Saul released a statement saying that the former Massachusetts governor "disagrees with Richard Mourdock's comments, and they do not reflect his views."

But Psaki said that "this is an issue where Mitt Romney is starring in an ad for this senator and it is perplexing that he wouldn't demand to have that ad taken down."

"I think it is clear that Mitt Romney, that many Republicans who are running for office, including him, including Mr. Mourdock, have very extreme positions on issues that women care deeply about in this country," Psaki added.

"If they have the opportunity to be partners, in the White House and in the Senate," she said, "then that is something that women should [be concerned] about as they are going to the voting booth."

Women?especially single women?were a critical part of Obama's history-making 2008 coalition. The embattled incumbent hopes they will help him edge out Romney this year in what both sides predict will be a razor's edge election.

Solar Wind Creates Traces of Lunar Surface Water

60-Second Space

A chemical analysis of lunar samples now points to the solar wind being behind the ultrathin dusting of water molecules first detected in 2009 from spacecraft measurements. John Matson reports

More 60-Second Space

There?s a tiny bit of water on the surface of the moon.

The ultrathin dusting of water molecules was first detected in 2009 from spacecraft measurements. So where did the H2O come from? A chemical analysis of lunar samples now points to a likely culprit: the solar wind, a stream of charged particles emanating from the sun.

Researchers looked at agglutinates, a type of glassy lunar material brought back by Apollo astronauts. Agglutinates formed when micrometeorites hit the lunar surface and melted a bit of the powdery regolith. Tiny intact grains of soil were preserved within, like insects in amber.?

Those agglutinates turn out to contain hydroxyl, or OH, a precursor molecule to water. And the OH?s isotopic signature indicates that much of the hydrogen came from the solar wind. Add solar wind hydrogen to moon material that contains oxygen and, voila, water. The research is in the journal Nature Geoscience. [Yang Liu et al., Direct measurement of hydroxyl in the lunar regolith and the origin of lunar surface water]

The researchers note that similar chemistry could be at work on Mercury, large asteroids and other airless bodies that endure the full blast of the solar wind. Meaning that even as the sun bakes those worlds, it delivers a bit of hydration.

Bloggings: Immigration Through the Eyes of Romney and Obama ...

Romney_obama
Recently our nation?s eyes turned to Hofstra University in Long Island, New York, where the two top presidential candidates sparred in a veritable battle of wits.? The debate was held in a town hall style format with questions coming from undecided voters, and it got quite heated.? Romney quotes regarding women went viral, with hundreds mocking a statement he made regarding ?binder of women?.? Many also disapproved on the Alpha male attitude of President Obama.??

Questions covered a variety of topics including the economy, energy, and even foreign policy.? Perhaps the most critical takeaway from the debate, though, was both candidates seeming failure to address immigration in a comprehensive manner.? When the question was raised, the candidates engaged in a lively back and forth.? Romney accused Obama of failing to do anything about immigration over the last three years. At the same time, Obama claimed Romney would repeal the DREAM act, likened his plan to the controversial Arizona SB 1070, and accused Romney of encouraging self-deportation. This is from the same person who has? encouraged deportation for over 400,000 which is twice as much as ever before.?????? ????????

It?s hard to take what either of the candidates said seriously.? Romney started out his pitch saying he wanted to ?streamline? the system and then he said, ?I don't think you have to ?shouldn't have to hire a lawyer to figure out how to get into this country legally.? Perhaps just a hopeful statement, but it really illustrates how much Romney is underestimating our problem and how little understanding he has of the complexity of immigration petitions. The system is broken in more ways than just its sheer complexity.?????????????

When moderator Candy Crowley, asked Romney? to address the Obama accusations about self-deportation, he skirted the topic and did not deny it.? The same went for an accusation that Romney?s ?top immigration adviser? was the author of the Arizona law. While Romney did not deny this, upon further investigation it seems that Kris Kobach, the author, has only been called an ?informal adviser.?????????????

Sadly with the candidates jabbing back and forth, it?s hard to get the big picture on immigration policy. Both candidates? claim to support keeping families together, increasing border security, and creating comprehensive legislation on reform. Mitt Romney maintains that he will not allow illegal immigrants to ?cut the line? through amnesty or similar programs, perhaps a hint at opposition to the DREAM act.????????????

Governor Romney stated that we are a ?nation of immigrants.? We welcome people coming to this country as immigrants. My father was born in Mexico of American parents;? Ann?s dad was born in Wales and is a first-generation American.?? This seems to suggest that is if you come in legally on a family or employment based visa for which you may have waited for years then you are welcome.? However, if you are one of the 12 million plus illegals then you are not and you should chose to leave.??????????????

President Obama made a number of errors in his explanations that were factually incorrect.? He stated in the debate, ? the first thing we did was to streamline the legal immigration system to reduce the backlog, make it easier, simpler and cheaper for people who are waiting in line.?? Have you looked at the visa bulletin from the Department of State lately or the backlogs in Immigration court extending? into 2015 for immigration hearings in this area, Mr. Obama??? Clearly, he also hasn?t looked at immigration fees that constantly are increasing including HIB fees that employers must pay and the $1490.00 fee that one person pays to USCIS to get a green card based on their US citizen spouse.???

While Romney claims Obama? has? failed at immigration, he did enact a policy earlier this year DACA which allowed youth with characteristics matching DREAM act criteria to avoid deportation. At the debate, though, Obama really pushed the envelope, saying in reference to these youth that ?we should make sure that we give them a pathway to citizenship. And that's what I've done administratively.? While he has granted deferred action to these youth, the initiative does not actually grant a pathway to citizenship.? In fact, it only might give to some of the applicants a work authority valid for 2 years if the? can show an economic necessity.? In other words, a 30 year old gainfully employed and making? a good income would not qualify for the work permit.??

What both Obama and Romney agreed on was that legal immigration should be simplified; that children of illegals /students should have a pathway to legal status; and that the deportation should focus more on the criminals.? This is rather ironic considering that Obama has already in less than four years deported more than twice as many persons, most of which are non-criminals, just overstays in this country, than any other prior administration.?? To date over 420,00 persons have been physically removed by Immigration and Customs Enforcement ( ICE).??

The result is that at best we have a murky picture of their policies. Both candidates are vying for the Latino vote, a factor which many political analysts have said could decide the entire election.? With the high importance of the vote, both candidates need to solidify their immigration experience and objectives.? Sadly, with such inaccuracies riddling the public forum, we can expect that neither candidate seems to have to the? necessary knowledge to truly reform our immigration system.

Obama, Romney debate foreign policy and more in Florida

BOCA RATON, Fla. ? President Barack Obama sharply challenged Mitt Romney on foreign policy in their final campaign debate Monday night, saying, "Every time you've offered an opinion you've been wrong." The Republican coolly responded, "Attacking me is not an agenda" for dealing with a dangerous world.

The president and his rival found agreement, too, as they sat at close quarters 16 days before the end of an impossibly close election campaign. Each stressed unequivocal support for Israel when asked how he would respond if the Jewish state were attacked by Iran.

"If Israel is attacked, we have their back," said Romney-moments after Obama vowed, "I will stand with Israel if Israel is attacked."

Both also said they oppose direct U.S. military involvement in the brutal attempt to topple Syrian President Bashir Assad.

The event produced none of the finger-pointing and little of the interrupting that marked their debate last week, when Obama needed a comeback after a listless performance in their first meeting on Oct. 3.

But there was no mistaking the urgency. The two men frequently sniped at one another even on issues where they agree, and reprised their campaign-long disagreements over the economy, energy, education and other domestic issues despite ground rules that stipulated the debate cover international affairs.

Obama and Romney are locked in a close race in national opinion polls. The final debate behind them, both men intend to embark on a final two-week whirlwind of campaigning. The president is slated to speak in six states during a two-day trip that begins Wednesday and includes a night aboard Air force One as it flies from Las Vegas to Tampa. Romney intends to visit two or three states a day.

Already four million ballots have been cast in early voting in more than two dozen states.

Icelanders Help Draft a New Constitution Using Facebook and Twitter

Icelanders Help Draft a New Constitution Using Facebook and TwitterImage via Flickr user Fei.cn

On Saturday evening, Iceland took an important first step toward rewriting its constitution, as the majority of population of the small island nation voted in favour of using a crowdsourced draft as the basis its new constitution. Iceland?s politicians asked their constituents on Facebook and Twitter what changes they would like to see to the country?s constitution, and nearly two-thirds of those who voted in Saturday?s referendum voted in favour of using their fellow countrymen?s ideas as the foundation of their new constitution.?

The event that prompted Icelanders to rework their constitution happened in 2008 when Iceland became one of the worst hit casualties of the recent financial crisis. The recession caused the collapse of the nation?s domestic banks, which, in the process, caused the near downfall of the country?s government as well; part of the reason Iceland was so hard hit by the recession was that the country?s government and banks were in collusion with one another. ?

The draft Icelanders created is non-binding, and the country?s current sitting parliament has to decide if and how to implement their citizen?s suggestions. Still, it?s encouraging to see how technology is?enabling?Icelanders to take a more active role in their own governance. In any case, whatever form it may take, Iceland?s new constitution is expected to be finalized in the spring of 2013. [Gigaom]

Dear Undecided Voter: Do You Exist?

Do you exist? Some people are skeptical. They wonder: How could anyone still be undecided? But I know you are out there. I?ve met a few of you on the campaign trail?though there may only be enough of you to fit on a school bus. A Washington Post national poll tells us that there are 9 percent of voters who could change their mind. In the swing states, there are fewer. In a recent CNN poll conducted in Florida, 8 percent said they might change their mind. In a series of CBS polls in Colorado, Virginia, and Wisconsin, there were less than 5 percent who said they didn?t know how they would vote or that they could change their minds.

In a close election, you might be the key. Many of you like Barack Obama but are considering not voting for him again. But wait, rather than have me tell you what you?re thinking, I?m going to stop there and not guess at what you, the undecided voter, are thinking. I?d like you to tell us. Please write to us at slatepolitics@gmail.com and, in a paragraph, explain why you?re undecided between the two candidates. If we get enough good responses, I?ll write about it. If not, I?ll use it to inform future pieces. If we get no responses, we?ll assume you don?t exist and you won?t get the holiday ham we send every year.

Yours truly,
John Dickerson

(AP Photo/David Goldman)

(AP) ? With just two weeks until Election Day, President Barack Obama on Tuesday began a cross-country rush to hold onto office in tough economic times with a new booklet outlining his second-term agenda and a closing argument that the choice comes down to trust.

The president emerged from the last of his debates with Republican Mitt Romney fueled by a rush of adrenaline matched by thousands of boisterous supporters who filled the outdoor Delray Tennis Center to hear him speak. The crowd repeatedly interrupted Obama's 22-minute speech with applause and chants of "four more years" that drowned out his remarks.

Obama, with sleeves rolled up, held up a copy of the full-color, 20-page "Blueprint for America's Future" that his campaign planned to distribute across the country ? a booklet that offered a repackaging of his ideas in response to GOP criticism that he hasn't clearly articulated a plan for the next four years. He argued that voters want to know what a presidential candidate will fight for and said Romney isn't offering a clear vision.

"We joke about Romnesia," Obama said, a reference to his joke that his challenger has a habit of vacillating positions. "But you know what? This actually is something important. This is about trust. There is no more serious issue in a presidential campaign than trust."

Neither side can claim the lead at this late stage with polls showing a neck-and-neck race nationally and in some of the key swing states. Obama's challenge is to convince voters who may be hurting financially that he is better qualified to lead the country back to economic prosperity than Romney, who made a fortune as a successful businessman.

"Florida, you know me," Obama said. "You can trust that I say what I mean and I mean what I say. And yes, we've been through tough times. But you've never seen me quit."

Both campaigns predicted victory, trying to ward off worries among the supporters they need to get to the polls. "In two weeks, a majority of Americans will choose Gov. Romney's positive agenda over President Obama's increasingly desperate attacks," said Romney spokesman Ryan Williams in a statement responding to the president's Florida rally.

Obama senior strategist David Axelrod said he was confident Obama would win and that Americans soon will know who's been bluffing in their dueling declarations of victory. "We have the ball, we have the lead," Axelrod told reporters on a conference call.

Axelrod said the campaign was printing 3.5 million copies of his second-term agenda to reach the "small universe" of voters who haven't made up their minds. The booklet, which they plan to distribute at events and campaign offices across the country, outlines the president's plans to improve education, boost manufacturing jobs, enhance U.S.-made energy, reduce the federal deficit and raise taxes on the wealthy.

Romney policy director Lanhee Chen responded that Obama was trying to fool people into thinking he has new ideas when all he's offering is more of the same plans that Chen said have been ineffective. "A glossy pamphlet two weeks before an election is no substitute for a real agenda for America. As much as President Obama might try, you can't gloss over four years like the last four," Chen wrote in a memo.

Obama also touted economic gains in a new 60-second television advertisement in which he speaks directly to the camera about his plans for a second term. The ad will air in the nine states whose electoral votes are still considered up for grabs ? New Hampshire, Virginia, North Carolina, Florida, Ohio, Wisconsin, Iowa, Nevada and Colorado.

Those states were sure to see a burst of activity in visits from the two campaigns, political commercials and voter mobilization in the race that's likely to cost upward of $2 billion by the time it all ends. Obama campaigned Tuesday in Florida and was headed to Ohio, while Romney's campaign plane taxied past Air Force One on Tuesday morning as he headed West to Nevada and Colorado.

With 270 electoral votes needed for victory, Obama at this point appears on track to win 237 while Romney appears to have 191. The other 110 electoral votes are in the hotly contested battleground states.

Asked Tuesday whether the race comes down to Ohio, Virginia and Florida as some observers have suggested, Vice President Joe Biden described the three as "critically important." He predicted victory in Ohio and Florida ? without mentioning Virginia.

"Look, this is going to be close," Biden said on NBC's "Today." ''We always knew at the end of the day this was going to be a close race, no matter who the Republicans nominated."

After Obama and Biden campaign together in Ohio, the president splits off on what his campaign is describing as a two-day "around-the-clock" blitz to six more battleground states. He'll be in constant motion ? making voter calls and sleeping aboard Air Force One as he flies overnight Wednesday from Nevada to Tampa, Fla.

The vice president is midway through a three-day tour of uber-battleground Ohio, and Obama's team contends its best way of ensuring victory is a win there. The campaign says internal polling gives Obama a lead in the Midwestern battleground state, in large part because of the popularity of the president's bailout of the auto industry.

But even if Obama loses Ohio, his campaign sees another pathway to the presidency by nailing New Hampshire, Iowa, Wisconsin, Nevada and Colorado.

Romney and running mate Paul Ryan are picking up their pace of campaigning, too, and their schedule reflects an overarching strategy to drive up GOP vote totals in areas already friendly to the Republican nominee.

Romney and Ryan start their two-week dash in Henderson, Nev., then hopscotch to the Denver area for a rally with rocker-rapper Kid Rock and country music's Rodney Atkins at the Red Rocks Amphitheatre. Then Romney heads back to Nevada, on to Iowa and then east to Ohio for three overnights in a row.

The state is critical to both campaigns, and economic concerns rank high. Ryan aides already were looking ahead to a Wednesday speech at Cleveland State University as a chance to tout what a Romney administration would mean for middle-class voters and those struggling to get by. Ryan aides said he will argue that those stuck in poverty cannot afford four more years like Obama's first term and that Romney offers better a pathway to improve their lives through opportunity and upward mobility, including school choice and public-private partnerships.

Romney plans to return to Florida by week's end, before a significant uptick in his schedule during the final week of the campaign. Aides say he'll touch down in two or three states a day, or hold that many daily events in big states like Florida.

Both sides are working furiously to lock down every possible early vote, and the results are evident in the 4.4 million people who've already cast ballots. Obama will detour to Chicago on Thursday to make a statement about voting early by becoming the first president to cast his own early ballot.

"Every single day right now is Election Day," Obama campaign manager Jim Messina told reporters on a conference call outlining their strategy to win the race.

Neither candidate scored a knockout punch in Monday's third and final debate, as both men reined in the confrontational sniping that had marked their previous testy encounter. The topic was foreign policy, and Romney went in to the debate with a key piece of advice from his aides: talk about peace in an appeal to independent voters, particularly women, who are weary of more than a decade of war. "I want to see peace," Romney said in his closing argument.

Romney's campaign produced a new television commercial overnight using debate footage of the him lecturing Obama for going on an "apology tour" of Middle East nations while never visiting Israel as president.
