IRS commissioner says agency practices were ?absolutely not illegal?

Outgoing IRS Commissioner Steven Miller apologized Friday on behalf of the federal tax collection agency for unfairly targeting conservative groups applying for tax-exempt status. But Miller insisted the practice was "absolutely not illegal."

The IRS is under fire for placing heavier scrutiny on organizations with words like "tea party" or "patriots" in their name when they applied for nonprofit status between 2010 and 2012, according to a report unveiled this week by the Treasury Department's inspector general for tax administration.

"It is absolutely not illegal," Miller said during an exchange with Georgia Republican Rep. Tom Price during a four-hour House Ways and Means Committee hearing.

"Do you believe it is illegal for employees of the IRS to create lists, to target individual groups and citizens in this country?" Price responded.

"I think the Treasury Inspector General indicated it might not be, but others will be able to tell that," Miller said.

"What do you believe?" Price asked.

"I don't believe it is," Miller said, adding, "I don't believe it should happen. Please don't get me wrong. It should not happen."

Miller, who was appointed acting commissioner of the agency in November 2012, was deputy commissioner for services and enforcement during the period the scrutiny of conservative groups was taking place. He opened the hearing Friday morning with a brief statement in which he apologized for the IRS' actions and said that "foolish mistakes were made." He aggressively pushed back against accusations that the agency's decisions were politically motivated.

?I do not believe that partisanship motivated the people that engaged in the practices described in the inspector general?s report,? Miller said. ?Foolish mistakes were made by people who were trying to be more efficient in their work.?

Sitting next to Miller at the hearing, Treasury Inspector General J. Russell George testified that in his investigation he "did not" find evidence that the agency's decisions were motivated by politics.

Lawmakers from both parties grilled Miller through the morning and into the early afternoon, posing questions on when he learned of the agency's practices, why the agency singled out organizations with conservative leanings for heavier scrutiny, and whether the IRS disclosed private tax information to other government agencies.

Miller repeatedly denied that the IRS intentionally used political criteria to determine levels of scrutiny on groups applying for tax-exempt status.

"Generally, we provided horrible customer service here. I will admit that, we did," Miller said when questioned by Rep. Pat Tiberi, an Ohio Republican. "Horrible customer service. Whether it is politically motivated or not is a very different question."

When asked to point to specific employees within the IRS who were responsible, Miller declined. ?I don?t have names for you,? he told Texas Republican Rep. Kevin Brady.

California Republican Rep. Devin Nunes questioned Miller about why he resigned from his position as a result of the IRS' practices. Earlier this week, President Barack Obama announced that Miller would step down.

"I never said I didn't do anything wrong, Mr. Nunes," Miller said. "I resigned because, as the acting commissioner, what happens in the IRS, whether I was personally involved or not, stops at my desk. So I should be held accountable for what happens. Whether I was personally involved or not are very different questions, sir."

Friday's hearing is the first hearing since it the IRS' practices became known last week. The House Oversight Committee will hold its own hearing next Wednesday with former IRS Commissioner Douglas Shulman, who led the agency from 2008 to November 2012.

BenQ MX518


As the middle-resolution model of three recently released budget BenQ DLP data projectors, the BenQ MX518 has much in common with the BenQ MS517 and BenQ MW519: respectable brightness; a good price for the resolution; data image quality suitable for typical classroom presentations and video suitable for shorter clips; feeble audio; a good assortment of ports, 3D compatibility (you supply the glasses), and a variety of eco-friendly features. Like its siblings, it's a solid choice as a low-priced educational (or business) projector.

The MX518 provides XGA (1,024 by 768 pixel) resolution, between the MS-517's SVGA (800 by 600) and the MW519's WXGA (1,280 by 800) resolution. Like the other two models, it's rated at 2,800 lumens of brightness.

The MX518 is all black, with rounded corners and a slightly bowed top. It has a very modest manual zoom (1.1:1), and the focus was fairly responsive. At 8.7 by 11.9 by 4.4 inches (HWD) and 5.1 pounds, the MX518 is quite portable, though it lacks a soft carrying case. It should be easy enough to tote within a school or on trips.

The MX518 has a good selection of ports for a low-priced projector, including HDMI; composite video/audio; S-video; two VGA inputs to connect with computers and one to connect with a monitor; an audio-out jack, an RS232 jack, and a USB type B connector for connecting with a computer.

Testing
The image filled our test screen (about 60 inches on a diagonal) with the projector about seven feet away from the screen. As befitting its 2,800-lumen rated brightness, it was able to stand up to considerable ambient light without it looking degraded.

In data testing, I ran our standard suite of DisplayMate tests over a VGA connection, and then over an HDMI connection. With VGA, when I first loaded the tests using default settings, I saw extensive pixel jitter?moving, thin dark lines appearing to flicker across the screen. I went into the menu and adjusted the Phase setting, and only a trace of the jitter remained. When I switched to HDMI, the jitter completely disappeared.

In our type test, text was slightly blurred at the second smallest white-on-black size, and barely readable at the smallest. As for color, there was some mild green tinting to gray images in both VGA and (to a lesser extent) HMDI. Colors, most notably reds and yellows, generally looked somewhat dull, regardless of the projector's mode or connection type.

One issue that I noted, which is often an issue in DLP projectors, is the rainbow effect, in which bright areas seen against dark backgrounds seem to break up into little red-green-blue rainbows. As is typical, in data images it wasn't severe enough to be problematic, even to people who are sensitive to it.

Video
The rainbow effect was also visible in video images. Rainbow artifacts were apparent enough in some scenes that people who are sensitive to the effect are likely to be distracted by it, making this projector best for relatively short clips as part of a presentation or lecture. Another issue I encountered was posterization, rapid changes in color from one part of an image to another where they should be gradual.

Another impediment to video is this projector's feeble 2-watt audio system. It makes the MX518 best for a small room or if you're sitting quite close to the projector. It does have an audio-out port, so you could always hook it to powered external speakers if need be.

The MX518 has several eco-friendly features that can conserve power and help extent lamp life, up to a claimed maximum of 6,500 hours. EcoBlank mode lets teachers easily take a break from a presentation, blanking the screen out and lowering energy consumption up to 70% while paused. The projector will also automatically enter EcoBlank mode after 3 minutes without a signal. SmartEco mode automatically adjusts lamp brightness depending on lighting conditions.

The MX518 is 3D-capable, with support for 3D Blu-Ray via HDMI as well as NVIDIA 3DTV Play, enabling it to display 3D content from NVIDIA 3D Vision. The active shutter 3D glasses are not included, and can cost up to $70 per pair, so equipping a class with them could prove a pricey proposition.

The Editors' Choice Epson PowerLite 93+ is not 3D capable, but being LCD based, it is immune from the rainbow effect. It provides superb audio and video quality, and loud audio, too. Another XGA projector, the ViewSonic PJD5234, is very similar to the MX518 in features and performance.

In Minnesota, debts can be acquired in various ways, including medical expenses. Drugs can be very costly, depending on their purpose and the type of drug that is needed. For example, cancer-related drugs are some of the most expensive drugs on the market. Expensive drugs can force the patient's family to find other ways to afford treatment. According to a study, Americans spend an average of $20,000 to $30,000 out-of-pocket for their medicine annually. Twelve cancer drugs were approved last year by the U.S. Food and Drug Administration; 11 of those drugs cost patients $100,000 annually. Cancer drugs have doubled in price, which is a major concern for doctors, who are trying to cure their patients' diseases.

In Minnesota, 817 people are added to the list of leukemia patients each year and some of them suffer from CML. The survival from this disease is challenging, which may be the reason why drug makers seize the opportunity to charge higher drug prices. Of course, patients may choose to pay for the expensive drugs in order to survive, if they are able to afford it.

Illness is one of the reasons why many Americans are struggling with debt. Fortunately, there is an option that may help consumers to deal with debts-personal bankruptcy. Debtors can choose between Chapter 7 "liquidation" or Chapter 13 "reorganization," depending on their current situation.

A debtor may consult a bankruptcy legal professional who can assess the case and find debt relief solutions. Some people may think that choosing bankruptcy means that they failed to provide but that is not the case. Personal bankruptcy is an economic tool that can be used to give them a fresh start in life. They should take advantage of it.

Rwanda building collapse kills 3, injures 21

KAMPALA, Uganda (AP) ? Police in Rwanda say a four-story building that was under construction collapsed, killing at least three workers and injuring 21 more people.

Rwandan police said in a statement late Tuesday that the building in the eastern district of Nyagatare collapsed Tuesday afternoon. The statement described the incident as an "unfolding tragedy."

It said police are working with the Rwandan military to find survivors. It was yet clear what caused the collapse or even how many people are feared buried under the rubble.

In recent years, building collapses have become frequent in East and Central African countries as some property developers bypass regulations to cut costs. In March, a building collapsed in the Tanzanian city of Dar es Salaam, killing at least 30 people.

Microsoft reportedly developed settop box prototypes

Rumors have been circulating for some time that Microsoft is prepping a streaming media box. The Xbox may have many of the same functions, but it's still primarily a gaming console. The Wall Street Journal is reporting that there are prototypes of a simpler, cheaper set-top device designed exclusively for consuming media floating around Redmond. Obviously, this would provide Microsoft a path to living rooms at a price that's much easier for consumers to swallow than the $199 Xbox 360. But, just as important, it could also offer a way to keep the Xbox brand separate and primarily gaming-focused. On the other hand, if a Roku competitor with Xbox branding were to hit shelves for $99, it would further broaden the scope of Microsoft's entertainment division. That wouldn't be terribly surprising, since some of the prototypes are reportedly designed to work with Kinect. Whether or not these devices will ever see the light of day is still anyone's guess, but it could provide a cheap way to get that Heroes reboot into people's living rooms.

Dr. Drew checks out of 'Celebrity Rehab'

Dr. Drew Pinsky said he will not continue doing "Celebrity Rehab."

Dr. Drew Pinsky has confirmed that he has officially checked out of "Celebrity Rehab."

The physician and reality TV star recently confirmed to the Zach Sang & the Gang radio program that there will be no more seasons of "Celebrity Rehab," mainly because he's tired of getting blamed when a celebrity he's treated ends up dying from their drug addiction.

"I don't have plans to do that again, " Pinsky said. "I'm tired of taking all the heat. It's just ridiculous."

Pinsky, who starred in and co-produced five seasons of "Celebrity Rehab," said that doing the show has become too stressful for him, due to the fact that everyone is quick to point fingers at him when one of his celebrity patients relapses.

"It's very stressful and very intense for me, " Pinsky said. "To have people questioning my motives and taking aim at me because people get sick and die because they have a life-threatening disease, and I take the blame? Rodney King has a heart attack and I take blame for that?"

Pinsky said that while many viewers think that much of what is shown on "Celebrity Rehab" is faked for the cameras, the show was very real.

"These are really sick people, that's why they die," Pinsky said. "These are people with life-threatening addiction. Bob [Forrest] and Shelly [Sprague] and I ran a program for 20 years and [for 'Celebrity Rehab'] we do what we always do and just let them run the cameras."

To date, five of Pinsky's "Celebrity Rehab" patients have died, most recently country singer Mindy McCready, who took her own life in February. Still, Pinsky credits the show for helping a lot of celebrities finally get clean.

"It's sad that we're not doing more shows because people did get help," he said. "A lot of people are sober because of 'Celebrity Rehab' who wouldn't have been sober without it."

Pinsky added that he credits actor Tom Sizemore as the show's biggest success story. The actor, who was featured on the show's third season, had been trying unsuccessfully to get clean for years before coming on the show.

"We worked with him 10 years before [he came on the show]," Pinsky said. "Bob and I worked with him a lot and couldn't get him sober. And he got sober on 'Celebrity Rehab.' That's awesome."

Pinsky has practiced addiction medicine for 20 years, and said he continues to work with patients every week, in addition to hosting the nightly "Loveline" radio program, as well as his own talk show, "Dr. Drew on Call" on the HLN channel.

The FCC's approval process can be incredibly secretive, since most companies prefer not to leak out any information that could give away the identity of their star products. Sony, on the other hand, is typically the most liberal when it comes to letting us in on the scoop, and its latest device is no exception. In this case, the T-Mobile version of the Xperia Z was spotted with a full spread of external and internal photos along with a detailed user manual (which also gives away the model, carrier association and features such as WiFi calling). If you're still in denial for any odd reason, the docs confirm the inclusion of AWS LTE (band 4) and pentaband HSPA+. T-Mobile still hasn't confirmed that Sony's flagship is coming to its smartphone lineup, but we likely won't have to wait very long before we get an official announcement from the Uncarrier. Black Turnout, GOP Denial Both High

Did black turnout exceed white turnout for the first time in history, as the Associated Press reported over the weekend, simply because a black guy was on the ballot? Look, there?s no denying Barack Obama?s presence at the top of the ticket made a substantial difference. But Obama wasn?t the only factor driving this, and I invite conservatives to deceive themselves into thinking that this is the case. Because for all this talk about a ?new? GOP out to steal minorities? hearts, the (usually white) people doing the talking seem to forget that today?s Republican Party is doing more to stop black people from voting than George Wallace ever did.

First, let?s look over the AP findings. It?s pretty amusing, really, because this is one of those cases where the interpretation and implied lesson depends wholly on who?s writing it up. At HuffPo, the headline read ?Black Voter Turnout Rate Passes Whites in 2012 Election,? which is pretty neutral and straightforward, but if anything I suppose is designed to make your average HuffPo reader think: good.

Whereas at The Daily Caller, the hed was ?Report: 2004 turnout numbers would have elected Romney,? which of course was designed (whether intentionally or not) to make your average Caller reader resent the march of time and its ineluctable effects on the body politic. There is also the implication in Caller-style packaging that Republicans don?t need the brown people. Just nominate someone who can crank up the ?white community,? and problems solved. We?ll be hearing more, I suspect, from that faction as the months and years propel us toward 2016.

In any case. African American turnout, the AP reported, was just slightly higher than white turnout. Now I wouldn?t deny that Obama had a lot to do with this. That?s just the way it works. Ethnic or racial groups who don?t normally have a chance to vote for one of their own for president tend to come out in pretty big numbers?Greeks in 1988, for example. So there?s basic pride. Additionally, there can be no serious question that African Americans watched the Republicans? barely sane thrusts and parries against Obama, the birtherism and the Kenyan socialist meme and all the rest, and thought, ?What a bunch of racist loons,? thus resolving even more deeply to get to the polls.

But this went well beyond Obama. How to explain the story of the elderly African American man in Florida, which made the rounds right after the election, who stood in line until 1 am, I think it was, to cast his vote? In other words, it was well after Obama had been declared the victor. He wasn?t voting just for Obama (assuming he did). He was likely also voting to say stuff it to Rick Scott and the rest of the state?s GOP, which tried to pass an incredibly regressive voting law that a federal judge threw out.

The Republican Party is thus more officially racist than it was in Nixon?s day.

We are in agreement in our collective memory that Richard Nixon?s Southern Strategy, to win the white votes of the South by playing to the collective majority animosity toward blacks, was a shameful thing. Only Nixon, we think; the thug. Then, of course, at the local level, we have had what might be called the Intimidation Strategy, the anonymous handbills and fliers distributed in black and brown neighborhoods telling people they couldn?t vote if they hadn?t paid their electric bill or all their back parking tickets.

But the Southern Strategy and the Intimidation Strategy were nothing compared to what the Republican Party is doing today. Today?s effort to keep African Americans, and to a considerable extent Latinos, from voting is not regional and subterranean; it is national, and it is official, with the weight of governors and legislators from across the country behind it. Lest you think this is going away, that 2012 represented some kind of crest, I am here to tell you that you are woefully incorrect. Ari Berman of The Nation tracks these things more closely than any other journalist I know of. Here is Berman?s list, as of a month ago, of voter-suppression laws being pushed around the country:

? Mandating a government-issued photo ID to cast a ballot: Arkansas, Connecticut, Iowa, Illinois, Massachusetts, Maryland, Missouri, Montana, Nebraska, Nevada, New Jersey, New Mexico, New York, North Carolina, Oklahoma, Virginia, Washington, West Virginia, Washington, Wyoming

? Restricting vote-registration drives: Illinois, Indiana, Montana, New Mexico, Virginia

? Banning election-day voter registration: California, Minnesota, Montana, Nebraska

? Requiring proof of citizenship to register to vote: Massachusetts, Missouri, Nevada, Oklahoma, Oregon, South Carolina, Texas, Virginia

? Purging the voter rolls: Colorado, Indiana, New Mexico, Texas, Virginia

? Reducing early voting: Arizona, Indiana, South Carolina, Texas, Wisconsin

? Disenfranchising ex-felons: Virginia.

Do Republicans really think black and brown (but especially black) people just won?t notice all this? I suppose they must. They think that people won?t see what?s right in front of their nose. And of course, Republicans don?t actually talk to black people?well, they talk to black Republicans, but that is sort of like evangelicals talking to Jews for Jesus and thinking they?ve gauged Jewish opinion?so they have no way of knowing how disingenuous they look.

The Republican Party is thus more officially racist than it was in Nixon?s day. Back then, at least they had Jackie Robinson and Sammy Davis Jr. And at least, back then, the Republican Party did these things in code, and not via the law. It was not so brazen as to think it could on the one hand be waging efforts in half the states to keep black people from voting and on the other be improving its ?outreach.? The black vote will dip a bit when Obama retires, but as long as Republicans insist on these tactics, they will be doing more than they know to keep turnout high and keep hope alive.

Ever since its launch, Windows Phone has faced criticism for lacking a broad app selection compared with its main mobile OS competitors. Microsoft is out to convince users otherwise, and in a rather cheeky move, has launched the Switch to Windows Phone app for Android. Available now on the Google Play store, the app takes note of all the software currently on your Android handset and sends those details to SkyDrive. Add that SkyDrive account on a WP8 device, and you'll be offered the official WP8 apps which correspond to the ones it found on your Android phone, or apps that match up best if official versions aren't available. Microsoft has also taken this opportunity launched a new ad campaign (embedded after the break) pumping itself up as a sensible alternative to the Android / iOS battles, timed perfectly to arrive with this app. Assuming you have the requisite devices handy, hit the source links to install the software and let us know how good it is at finding a match.
